Georgia has created a Homeowner Assistance Fund (HAF) to assist those suffering from defaults, foreclosures, loss of utilities or home energy services, and displacement of homeowners experiencing financial hardship since the COVID pandemic began January 21, 2020. Funds from the HAF may be used for assistance with mortgage payments, homeowner’s insurance, Homeowner's Association (HOA) payments, utilities and other specified purposes.

Not everyone who contracts Coronavirus will develop a fever. Digestive problems like loss of appetite, vomiting or diarrhea are less common but often are the first signs of a viral infection. Some have reported a loss of the sense of smell (anosmia) as an early symptom. 

Tips to Avoid Contracting COVID-19

• PRACTICE SOCIAL DISTANCING
COVID-19 Coronavirus is spread through coughing, sneezing or close contact with other people. According to the Centers for Disease Control (CDC), "Social Distancing" is the practice of purposefully reducing close contact between yourself and others. This means avoiding gatherings of 10 or more people but also maintaining a distance of 6 feet or more from other people when possible; including greeting people with a nod or a wave as opposed to shaking hands or giving someone a pound/dap.

• WASH YOUR HANDS FREQUENTLY WITH SOAP & WATER
According CDC, soap & water are more effective at killing germs than hand sanitizer. Hand sanitizer can be used in addition to soap & water or when soap & water are not available. 

• AVOID TOUCHING YOUR EYES, NOSE OR MOUTH WITH UNWASHED HANDS

Coronavirus is not a single virus but a family of viruses, many of which seem to originate somewhere in mainland China. ​The Coronavirus COVID-19 is 3-5 times more aggressive than a normal flu virus, attacking the respiratory system of those infected.

​The virus can spread rapidly because those infected may not display any symptoms for 2 weeks. The virus also seems able to live on hard surfaces for several days. This is why the number of infections & deaths related to COVID-19 increases and decreases at such a rapid rate. When those who are possibly infected are not quarantined, the virus spreads undetected. Masses of people can be infected before anyone begins showing signs of infection.

Countries that have been most effective in stopping the spread of COVID 19 have restricted the movement of individuals. China ordered entire populations to shelter-in-place/remain in their homes early in their outbreak until significant numbers of people could be tested. Democratic Socialist countries like South Korea with National Healthcare systems (like the Medicare For All program promoted by Presidential candidate Bernie Sanders) were able to more quickly create and deploy testing for COVID-19, and more efficiently coordinate treatment of those infected.

​It is for these reasons that City of South Fulton officials declared a State of Emergency Tuesday, March 17, 2020. The goal of the evening curfew, just like the closing of schools, is to limit unnecessary movement of people to slow the spread of the virus. "There is a shortage of tests and medical supplies to respond to this virus nationwide, and even more so here in the City of South Fulton, where we do not have a single hospital." explains Councilman khalid. "We are doing everything we can to 'flatten the curve' of infections before they begin."

Encouraging News, But Stay Vigilant Scientists Say

A study of 2,173 patients with COVID-19 in three hospitals in the Chinese cities of Shenzhen, and Wuhan, where the outbreak is thought to have started late last year, have shown those with Type O blood may be less susceptible to COVID-19 while those with Type A blood may be more susceptible. These are preliminary findings that have not yet been peer-reviewed and double-confirmed by scientists elsewhere.

Type O, the world's oldest blood type, is most commonly found in people of African descent. This has led to the urban myth that Black people cannot contract Coronavirus. ​
Gao Yingdai, a researcher at the State Key Laboratory of Experimental Hematology in Tianjin, says the the study "may be helpful to medical professionals, but ordinary citizens should not take the statistics too seriously. If you are type A, there is no need to panic. If you are type O, it does not mean you are absolutely safe, either."
​In addition to frequent washing your hands and bathing with soap & water, some of the recommendations to prevent the spread of COVID-19 a reminiscent of those for infectious diseases such as HIV. Because of COVID-19's 2-week incubation period where those infected show no symptoms, you cannot tell if someone is sick simply by looking at them. Everyone should assume that anyone could be carrying the virus, and even those who test negative must remain vigilant and continue hand washing and social distancing. 

​​Taking these steps will stop the spread of the virus. The COVID-19 epidemic began in China in December 2019. On March 19, 2020 China stopped reporting new cases.

Friday, August 27 — In 2020, the U.S. Centers for Disease Control ordered an unprecedented national moratorium on evictions, then  extended it through October 31, 2021. But this Thursday the Supreme Court blocked President Biden's extension of the eviction moratorium. "If a federally imposed eviction moratorium is to continue, Congress must specifically authorize it," the court said.

Under an Executive Order issued by Georgia Supreme Court, Fulton County Magistrate Judge Cassandra Kirk has issued a Moratorium on all new Evictions, Wage Garnishments and other Civil (non-Criminal) cases, which has been extended through Sunday, May 15. This may be extended if Coronavirus-related shutdowns extend past this date. Additionally, Fulton County Marshall Maria McKee has announced that the Fulton County Marshall will not evict any residents for non-payment of rent during the COVID-19 crisis. In Georgia, landlords cannot evict tenants on their own without the assistance of police.

Governor Kemp Orders Georgia to Re-Open
Order Overrides Cities Without Providing Financial Assistance

Update: At April 28 Meeting, South Fulton's City Council voted to keep City Hall, City Parks and other facilities shall remain Closed until further notice.
Georgia Governor Brian Kemp ordered the state to begin re-opening stores & businesses last Friday, issuing an Executive Order that overrides many of the protective orders put in place by cities like South Fulton. In an interview with CBS This Morning, Stacey Abrams called Kemp's decision "dangerously incompetent." Councilman khalid went further, calling Kemp's plan to reopen — beginning with barbershops, beauty salons and tattoo parlors — racist.  "Why don't we start with tanning and golf courses?" khalid asked. "Governor Kemp is using us as guinea pigs and attempting to kickstart Georgia's economy on the backs of working poor people, who will be forced to go back to work in the very places most impossible to maintain social distancing — in a state with no system of affordable healthcare if they get sick."

COVID-19 Stimulus Checks Arrive

The first federal COVID-19 Coronavirus stimulus checks for American citizens are arriving, mostly by direct deposit. Find info on the payments here: khalidCares.com/Survive
The first federal COVID-19 Coronavirus stimulus checks for American citizens are arriving, mostly by direct deposit. Payments are based on your federal tax returns, and will paid out by whatever method you have selected to receive any income tax refund due you (e.g. direct deposit or paper check).

If you have not filed your 2019 income tax return (the deadline for filing returns has been extended to August), then you the IRS will use the information from your 2018 tax return. So if you have not filed a tax return this year but  have changed banks in the past year, your return may have been deposited to the account listed on your 2018 return.  

Payouts are $1200 for individuals making up to $75,000 per year.  Individuals who make between $75-99,000 per year will receive less; while those making $100,000+ will receive nothing. Those who file their federal income taxes as a couple and make less than $150,000 annually, combined will receive $2400. Please note: Those who owe child support will not receive a stimulus payment. Immigrants will also not receive payments, even those that pay taxes.

While many Americans are excited about the federal payouts, they are minuscule in comparison to the financial aid other countries are giving to their citizens. In April, Venezuela announced a 6-month rent suspension, banned layoffs and guaranteed all workers' wages. Sweden announced its government will assume the full cost for all paid sick leave.

Governor Kemp issued the order to re-open Monday, April 20, even though the State Health Department reported the number of Coronavirus cases in Georgia are increasing. Activists protested the Kemp's Executive Order Friday, driving past the Governor's Mansion in a caravan of honking cars.  Just one week before, the Fulton County Health Department reported that 84 percent of the deaths in Fulton County were Black/African-American. Though the Governor's Order overrides protections put in place by local municipalities, it comes without any financial assistance to help cities comply.

Governor Issues Statewide Shelter-In-Place Order; City Declares Nightime Curfew, 9PM-7PM

DETAILS OF STATE & CITY STAY-AT-HOME ORDERS
Wednesday, April 7, 2020 — The Governor of Georgia has extended the, Mandatory Shelter-In-Place or Stay-At-Home Order to stop the spread of the COVID-19 Coronavirus until April 30. The mandatory Stay-At-Home began Friday, April 3. Exceptions have been made for those working in Mission Critical jobs. Please check with your employer to see if your job has been deemed "mission-critical." However, if you have a job that requires you to work, but you are feeling sick or unsafe — PLEASE STAY HOME.

The City of South Fulton has imposed an additional night time curfew from 9PM to 7AM until April 14. Exceptions will be made for those traveling to get food from grocery stores or farms, medical supplies or attention.

Under the revised Sheter-In-Place/Stay-At-Home Order:
  • All city facilities, including city parks, are closed.
  • Gatherings of 10 or more people are banned. 
  • Residents are asked to be in their homes from 9PM to 7AM.
  • Restaurants, Clubs & Bars are closed for Public Gatherings (but individuals may still order carryout or delivery of food/alcohol)
Police, Code Enforcement, Fire/EMT and other essential city personnel are still working full time. 

Special Exceptions

The following businesses are allowed to operate from 7AM to 9PM, provided they can keep customers 6 feet apart:
  • Medical Facilities & Pharmacies
  • Grocery Stores, Food Banks, Farms, Convenience stores
  • Hotels
  • Restaurants, Night Clubs and Fast Food Establishments (Drive-Thru, Carryout or Delivery only)
  • Legal service providers;
  • Post offices 
  • Educational institutions (for purposes of facilitating remote learning only)
  • Schools providing food services (carryout only)
  • Organizations/Shelters providing life necessities to displaced and/or economically disadvantaged persons;
  • Gas stations
  • Banks & Financial institutions
  • Liquor Stores
  • Businesses providing products & services necessary to protect persons or property from imminent danger or harm. 
EVENING CURFEW EXCEPTIONS
  • Travel to and from Hospitals, Clinics, Pharmacies or other Medical Facilities
  • Travel to and from work, including public transit & rideshare (Lyft/Uber)
Walmart Old National and Walmart Cascade will have special, Senior-only Pharmacy & shopping hours from 6AM-7AM, as those over 60 are more susceptible to serious illness from a Coronavirus infection.

"SHELTER-IN-PLACE" QUARANTINE ESSENTIALS

City of South Fulton, GA Councilman khalid has prepared a checklist of essential items for citizens to have in their homes in case a
WHAT DOES IT MEAN TO "SHELTER-IN-PLACE?" 
Local & state governments have begun issuing orders to shelter-in-place order in an effort to curb the spread of coronavirus. "Shelter-In-Place" is actually a military term. If this order is given by the Mayor, Governor or President, residents in your area will be ordered to stay in your home until the order is lifted. 

The State or National Guard and/or County Sheiffs/Mashalls may be deployed to enforce the order AND to help deliver necessities and services to citizens quarantined in their homes. Here are a few essentials you may want have ready ahead of time.

You may have purchased one of these as a toy, but they can be very useful in some emergency situations, where normal routes of travel may be inaccessible. Most drones can fly up to 2 miles away and transmit arial footage of the area around you.
